Irving Street and Lincoln Way Water Improvements Project - East
Aging water pipelines, many of which are more than 100 years old, are being replaced on Lincoln Way and Irving Street between 19th Avenue and Sunset Bouleard, as well as all cross streets starting at 20th Avenue. These upgrades will improve the reliability and long-term performance of the water distribution system, ensuring dependable water delivery to the neighborhood. Limited trenchless sewer rehabilitation and ADA-compliant curb ramp upgrades are also planned on select blocks.
Construction will begin in Spring 2027 with anticipated completion by Spring 2029.
Upon completion, blocks west of Sunset Boulevard will receive similar upgrades as part of a separate project.

Project Overview
Aging water pipelines, most of which are more than 100 years old, are being replaced to improve the reliability and long-term performance of the water distribution system. The project area includes Lincoln Way and Irving Street between 19th Avenue and Sunset Boulevard, as well as each cross street in between beginning at 20th Avenue.
Replacing water pipelines that are nearing the end of their useful service life will help ensure the continued delivery of reliable water service to the surrounding neighborhood. These infrastructure improvements will enhance system reliability, reduce the risk of unexpected failures, minimize service interruptions, and help avoid disruptive emergency repairs.
This project will also include a very limited sewer scope involving trenchless rehabilitation, a method that reduces disruption compared to traditional open-cut construction. In addition, new curb ramps will be constructed at various intersections to improve accessibility. All newly constructed curb ramps will meet the requirements of the Americans with Disabilities Act (ADA).
This project focuses on upgrading blocks east of Sunset Boulevard. Upon completion, similar water system improvements will be implemented west of Sunset Boulevard, providing the entire stretch of Lincoln Way and Irving Street between 19th Avenue and Great Highway with upgraded water infrastructure to last for generations.
