Urban Water Management Plan
The Urban Water Management Planning Act (California Water Code Sections 10610-10657) requires urban water suppliers to update their Urban Water Management Plan (UWMP) and Water Shortage Contingency Plan (WSCP) every five years. The City and County of San Francisco adopted its 2020 UWMP, including the 2020 Water Shortage Contingency Plan, on June 11, 2021, and is currently preparing updates to these documents. The 2025 UWMP and WSCP are due to the California Department of Water Resources by July 1, 2026.

The 2025 UWMP will provide an overview of our water deliveries and uses, water supply sources, and water conservation programs. It will also include discussions on supply and demand projections over a 25-year planning horizon (from 2025 to 2050), available water supplies to meet existing and future demands under a range of water supply conditions, and our water demand management measures to reduce long-term water demand.
The public comment period for the Draft 2025 UWMP and WSCP ended on Monday, April 20, 2026. Members of the public may continue to review the draft plans using the link below or by visiting the San Francisco Main Library for a physical copy.

Public Hearing
On Tuesday, April 14, 2026, the San Francisco Public Utilities Commission (Commission) held a public hearing on the Draft 2025 UWMP and WSCP. A recording of the public hearing can be viewed online.

Submission of Comments
The public comment period has ended. Staff are reviewing all public comments and will prepare a final draft of the 2025 UWMP and WSCP. These plans will be brought to the Commission no later than June 30, 2026 for consideration of adoption.
