Overview

Critical upgrades to our aging water infrastructure are planned for:

Jersey Street between Douglass and Church streets
Elizabeth Street between Hoffman and Castro streets
Diamond Street between 23rd and 26th streets
Douglass Street between 23rd and 25th streets
25th Street between Douglass and Diamond Streets - ADDED TO THE PROJECT NOVEMBER 2025

This project will include the installation of 8" and 16" ductile iron water mains and pavement restoration.

Construction Look Ahead*

Week of January 12

Excavate and install 16-inch water main: Jersey Street between Diamond and Douglass streets
Excavate connection pits: Intersections of Diamond and 26th Street; and Diamond and Clipper Street
Concrete street base restoration: Diamond Street between 24th and Jersey streets

Week of January 19

Excavate and install 16-inch water main: Jersey Street between Diamond and Douglass streets

Week of January 26

Excavate and install 16-inch water main: Jersey Street between Diamond and Douglass streets

Week of February 2

Saw cut, excavate and install 16-inch water main: Douglass Street between 24th and Jersey streets
Curb ramp installation: Intersection of Jersey and Diamond streets
Excavate connection pits: Jersey Street between Diamond and Douglass streets

Project Background

Underground water pipes that are approaching the end of their useful life will be upgraded to maintain critical utility services and avoid disruptive emergency repairs.
The project will also build curb ramps within the limits of the project to facilitate accessibility in accordance with the Americans with Disabilities Act.
In November 2025, the project added a new block to the project scope: 25th Street between Diamond and Douglass streets. A new 8" water main will be installed on this block, replacing an existing pipeline that is nearing the end of its useful life. With newly installed pipelines on Diamond and Douglass streets bookending the block, upgrading this segment to align with the surrounding improvements was deemed the most practical approach.
What to Expect During Construction

The utility project will be done in phases, so work will not be happening on your block for the entire project duration. Construction activity on your block will appear to be intermittent. Expect for our crews to finish a portion of work on a block and then return at a later date (sometimes months later) to work on a different aspect of work. There may also be periods of inactivity during the work dates.
Local access for residents will be maintained at all times during work hours, though there may be some slight delay to enter or exit your property/driveway to allow for crews to create a safe path of travel.
