On July 1, 2026, the San Francisco Public Utilities Commission (SFPUC) will update electricity rates for Hetch Hetchy Power customers. We want to explain what’s changing, why it’s happening, and how you can get support managing your bill.
What’s Changing
Hetch Hetchy Power rates will go up by 7.3% for most customers. On average for residential customers, that’s an increase of around $7 per month. Customers enrolled in the Customer Assistance Program (CAP), which offers discounted rates to households with low incomes, will see an increase of about $6 per month.
We update our power rates just once a year, helping keep rates predictable. Even with this year’s update, rates remain the lowest in San Francisco while still delivering 100% clean, greenhouse-gas-free electricity.
Why rates are going up
As a not-for-profit power provider, Hetch Hetchy Power sets rates based on the costs of providing power to our customers. The rates include the investments required to maintain and upgrade the systems that keep service reliable.
How rates are set
Rates are set every year through a public, transparent process. The Rate Fairness Board, made up of San Francisco residents and business owners, reviews proposed rates at meetings that are open to the public. The San Francisco Public Utilities Commission makes the final rate decision at a public hearing. This year’s hearing and rate approval was on April 28, 2026.
Ways to manage your bill
We know utility costs can be a burden, so we offer programs to help customers manage their bills.
- Customer Assistance Program (CAP): Offers a 30% discount on monthly electricity bills for income-qualified households
- Medical Necessity Assistance Program (MNAP): Supports customers with qualifying medical needs
