Overview of Power Miscellaneous Fees
The San Francisco Public Utilities Commission (SFPUC) will soon put in place new fees for specialized power services requested by customers and developers. These fees help create a more transparent and equitable process by requiring that project-specific work is paid for only by the projects that need it, rather than shared across all ratepayers.
These updates support clear pricing, timely service, and a more predictable process for projects that require additional review, inspection, or coordination.
The new fees will apply to services including:
- Gas Service Requests
- Generator Interconnections (such as Solar PV and batteries)
- Municipal Pole Use
- Rules & Regulations Variance Requests
- Metered Service Connections
- Streetlighting
Historically, the SFPUC provided many of these specialized services at no charge. These upcoming fees are more fair as only customers who request the services cover the associated costs, consistent with industry best practices.
Timing
Fees will begin going into effect on July 1, 2026, and will be fully in place by June 30, 2027.
Paying for Fees
- Payments will be made online
- Payment link will be sent through email after the application has been accepted for intake
- Accepted methods: credit card or bank transfer (ACH)
- Fees are non-refundable
How Fees are Calculated
Fees are based on the actual cost of providing the service, including:
- Staff time (intake review, project meetings, coordination)
- Materials or equipment (where applicable)
- Administrative support
You will only pay for the services you request. With streetlighting projects, some fees only apply if your project moves forward or requires additional review.

Gas Service Fees
These fees apply to Hetch Hetchy Power municipal customers who request temporary shutdown or permanent removal of existing gas service connections. SFPUC coordinates with PG&E to prepare and submit requests and support the disconnection or removal process.
The SFPUC fee covers application review and coordination. Any physical shutdown or removal costs estimated by PG&E may be billed separately by PG&E.

Generator Interconnection Fees
These fees apply to Hetch Hetchy Power customers who request to interconnect a customer-owned generating facility, such as solar PV and Energy Storage Devices. The fee applies to residential customers and commercial customers.
The proposed fee is set at a reduced level to help manage customer impacts and encourage distributed energy resources within the City. PG&E may charge additional fees for Wholesale Distribution Tariff interconnections that are separate from SFPUC’s application review fee.

Municipal Pole Use Fees
These fees apply to eligible non-City entities, such as community groups, business districts, or neighborhood organizations, that request to use SFPUC-owned streetlight poles for non-banner purposes. For example, decorative lighting, baskets, or other approved decor.
The fee structure includes a one-time application fee, which covers approval of one pole, and an annual licensing fee for each additional pole. This fee does not apply to banner requests under the Department of Public Works or to Distributed Antenna System equipment.

Rules & Regulations Variance Fee
This fee applies when an applicant requests to deviate from SFPUC’s Rules and Regulations Governing Electric Service or applicable service guidelines. This may apply across project types, including streetlighting, if the applicant is requesting a variance from SFPUC standards.
The fee covers the initial review, coordination, routing, pre-application meetings, plan review, technical assistance, and quality control needed to evaluate the request. Additional costs from SFPUC stakeholders or other City departments may apply.

Service Connection & Interconnection Fees
These fees apply to Hetch Hetchy Power customers requesting a new metered connection, service upgrade, contract demand increase, service removal, or modification of an existing metered service connection. They help recover costs for application intake, customer coordination, plan review, and project meetings.
Some projects connecting to PG&E’s distribution system may also involve additional third-party interconnection costs. The SFPUC can help identify which third-party fees apply during the project planning process.

Streetlighting Fees
These fees apply to applicants requesting new or modified streetlighting services, with most requests expected to come from development or redevelopment projects. Fees may apply to application review, site investigations, photometric review, final inspections, and streetlight shield requests.
Applicants may pay one fee or several fees depending on project size and requirements. Some fees only apply if a project moves forward or if additional on-site review is needed. A site investigation fee is charged only when the applicant specifically requests a site visit from SFPUC.
