San Francisco Public Utilities Commission Approves Unprecedented 20% to 25% Reduction in CleanPowerSF Electricity Supply Rates

Commission moved up annual rate review to help offset higher PG&E electricity charges

SAN FRANCISCO – The San Francisco Public Utilities Commission (SFPUC) approved an unprecedented reduction in its CleanPowerSF electricity rates, cutting generation charges by 20% to 25%. The rate cuts will take effect March 1.

The rate reduction applies to the CleanPowerSF portion of customers’ electricity bills and helps offset approximately 15% to 25% increases in PG&E delivery and other electricity charges billed by PG&E on the same bill as CleanPowerSF service. While the SFPUC does not control PG&E rates, the Commission moved up its annual CleanPowerSF rate review to soften the impact on customers from PG&E’s increased charges.
CleanPowerSF is San Francisco’s community choice electricity program, operated by the SFPUC that serves more than 385,000 residential and business customers. The program purchases and supplies clean, renewable electricity, while PG&E continues to own and operate the electric grid and deliver that electricity to customers.

As utility companies make it harder for working families to keep up with their bills, San Francisco is taking action to protect residents. Under our Family Opportunity Agenda, we’re going to continue the work to make this a city that families can afford," Mayor Daniel Lurie said.

"San Franciscans shouldn’t have to choose between reliable clean energy and affordability," SFPUC General Manager Dennis Herrera said. "San Franciscans also shouldn’t have to worry about spiking electricity prices, especially after PG&E caused widespread power outages. While we do not control PG&E’s delivery rates, CleanPowerSF focuses on the part of the bill we do provide – the clean energy. We prioritize local families and businesses over shareholder profits, which is why we moved up our annual rate review and delivered meaningful relief to our customers. As we mark 10 years of providing clean power to San Francisco’s homes and businesses through CleanPowerSF, the SFPUC remains focused on affordability, cleaner air, and a healthier environment." 

Under the approved rates, residential and some commercial CleanPowerSF customers will receive a 25% reduction in electricity supply charges, also known as generation charges, while all other CleanPowerSF customers will receive a 20% reduction. The reduction is intended to help offset higher PG&E delivery and other electricity charges that took effect January 1, 2026. Many CleanPowerSF customers have already seen higher PG&E delivery and other electricity charges on their PG&E bills, which include both CleanPowerSF electricity supply charges and PG&E delivery charges. 

As San Francisco’s not-for-profit clean power provider, CleanPowerSF is committed to achieving a clean energy future for San Francisco while ensuring electricity remains affordable for customers. Over the last five years, CleanPowerSF has saved its customers about $120 million on their electricity bills compared to what they would have paid to PG&E.

CleanPowerSF also provides predictable rates and clean energy. Unlike PG&E, which changed its rates six times since July 2024, CleanPowerSF aims to update rates just once a year. In addition, CleanPowerSF’s default Green product is 89% California-certified renewable; PG&E’s default offering is only 23% California certified-renewable. The SFPUC continues to offer discounted rates and bill assistance to CleanPowerSF customers through a range of programs. CleanPowerSF electricity rates are set through a public and transparent process. Customers and members of the public are invited to actively participate. The process included two meetings of the SFPUC Rate Fairness Board, an SFPUC Commission hearing, a dedicated rate change webpage, on-bill messaging, and customer emails. A webinar about the rate decrease is scheduled for February 19. Rate notifications have been made available in multiple languages, including English, Chinese, Spanish, and Filipino. CleanPowerSF began serving customers in 2016 with a mission to provide San Francisco residents and businesses with clean, renewable electricity at competitive rates. CleanPowerSF procures clean energy from different producers, including through long-term contracts.
