Seacliff 1 & 2 Pump Stations and Force Main Upgrades
Overview
The SFPUC operates a combined sewer system that collects and treats wastewater (sewage and stormwater). Originally built in the 1930-40's, Seacliff 1 & Seacliff 2 Pump Stations provide essential stormwater and sewer services to parts of the Seacliff area and connect to the existing sewers under El Camino Del Mar Drive, and ultimately to our Oceanside Treatment Plant. Upgrades and improvements have been made in past years, and additional investments in these pump stations will ensure continued reliable services to the Sea Cliff area.

ROAD CLOSURES |Road closures along 26th Avenue (Seacliff Avenue to El Camino Del Mar) are anticipated to begin February 23, 2026.

Project Background
What's a Pump Station and Force Main?
Our combined sewer system is mostly gravity operated, but in some parts of the City, pump stations are necessary to pump combined wastewater flows to treatment facilities. To convey the flows from the pump stations, force mains are the pressurized pipes that help move flows from the pump station and through the system.
Project Benefits:
- Maintain critical sewer system services by upgrading both Seacliff 1 and Seacliff 2 Pump Stations and Force Mains
- Meet seismic standards
- Increase sewer system reliability
- Protect water quality and aquatic life in the Bay
Seacliff 1 Pump Station & Force Main Upgrade:
This pump station and approximately 1,000 feet of force main will be replaced with new facilities. Because the pump station is located in an area that is difficult to access for repairs or upgrades, the new pump station will be constructed in a more accessible location that is within the public right-of-way.
- Anticipated Construction Schedule: Construction is anticipated to begin in Summer 2025, with an estimated duration of 1 year.
Seacliff 2 Pump Station & Force Main Upgrade:
This project will rehabilitate the existing pump station, replace most of the mechanical & electrical equipment; retrofit the underground structures; and provide architectural and safety upgrades. The project will also replace and upsize the existing 80-year-old force main.
- Anticipated Construction Schedule: Construction is anticipated to begin in Summer 2025, with an estimated duration of 2 years.

Construction Look Ahead
Seacliff Avenue Construction (Seacliff 1) Look - Ahead Schedule:
- Feb. 9 – 12: Crews will be working on site at the pump station facility.
- Feb 9 – 10: Installation of beam and plate shoring on south side of excavation.
- Feb. 10 – 12: Backfill permanent power trench.
26th Avenue Construction (Seacliff 2) Look - Ahead Schedule:
- Feb. 6: No parking signage will be posted along 26th Avenue (Seacliff Avenue to El Camino Del Mar).
- Feb. 10 – 23: Preparing site for installation of new sewer main. Crews will be working in the intersection of 26th Avenue and Seacliff Avenue, please see follow posted traffic signage.
- Feb. 23: Crews are anticipated to begin daily road closures on 26th Avenue to dig and install the new sewer main along the street. Daily road closures are anticipated to continue until March 20, 2026, but please note that schedule is subject to change.
