Variance Requests
A Variance Request allows customers to propose an alternative solution when project conditions make it difficult to follow all aspects of the SFPUC’s Rules and Regulations Governing Electric Service. Every project is different, and we understand that specialized circumstances may require a tailored approach.
A variance may be considered if:
- The request continues to meet the intent of the Rules and Regulations.
- The impact on safety, reliability, maintenance, cost, and liability is none or negligible.
- The request does not harm public welfare or affect surrounding properties.
- The variance is required to prevent development challenges or inconsistencies with SFPUC objectives.
Note that variances are evaluated on a case-by-case basis and approval of one request does not establish precedent. Variance Requests must be submitted before construction begins.
Who Can Apply?
- The property owner seeking electric service
- A designated agent authorized by the owner
How Variance Requests Work
- Submit the Variance Request and required fee.
- Hetch Hetchy Power reviews the application. If the application is not complete, the applicant must submit updated information within 5 business days.
- Hetch Hetchy Power evaluates the variance request.
- Hetch Hetchy Power makes a decision about the variance request within 30 business days. If approved, the applicant will receive a confirmation. If all criteria are not met and the the request is not approved, it will be declined. If additional staff time is required, you will receive an estimated cost and timeline. There is no appeal process for the decision.
- A follow up meeting may be requested within 20 business days of the decision to discuss the outcome.

What is a Variance Request?

What are types of variance requests that will not considered?
To keep our power system safe, consistent, and maintainable, certain types of requests are not eligible for variance requests. These include but are not limited to:
- Requests intended primarily to reduce project cost
- Deviations from electrical or safety codes
- Reduced lighting levels below code
- Non-standard equipment or fixtures
- Proposals to eliminate streetlights
- Use of solar-only fixtures on City-owned streets
- Adding non-streetlight attachments to streetlight poles
- Any conditions better addressed through separate DPW permits or pole-use applications
The Variance Request fee is not refundable under any circumstances, including requests that are deemed inellgible.

What documentation is required to submit a Variance Request?
To help us evaluate your request thoroughly and efficiently, you must include:
Plans and Drawings (Required)
- Must be to scale and specific to your request.
- Include utility plans, streetlight layouts, photometric studies, wiring diagrams, and additional relevant attachments.

Owner Authorization Letter (Required)
- The proper owner or developer must author the letter and provide authorization for the applicant to submit the request on their behalf.
Photographs (Required)
- Clear images of the project area with measurement references.
- Include substructures, equipment, and asset IDs if relevant.
Maps (Required)
- Geolocated, scaled maps clearly identifying the exact area of the request.
Submittals and Specification Sheets (If Applicable)
- Include relevant manufacturer information or spec sheets to support your request.
