As we bid farewell to 2025 and take some time to recharge our batteries, the San Francisco Public Utilities Commission (SFPUC) wants to take a moment to reflect on the successes of this past year. The SFPUC Power Enterprise continued to make progress on the City’s ambitious climate goals, while ensuring cleaner energy remains affordable and accessible through SFPUC's Hetch Hetchy Power and CleanPowerSF programs.
Hetch Hetchy Power has energized San Francisco—literally—for over a century. From City Hall and the Muni transit system to schools and libraries, SFPUC's publicly owned power utility delivers clean energy that shapes daily life. Alongside Hetch Hetchy Power, CleanPowerSF, the City’s community choice energy program powers over 380,000 residents and businesses in San Francisco.
Together, these two public power programs provide more than 75% of all electricity used in San Francisco today. That means clean, reliable energy powers most of the lights turned on, buses charged, computers plugged in, and housing communities energized across San Francisco.
As we look back on 2025, one theme stands out: San Francisco’s clean energy future is not just a plan on paper—it is happening now.
Hetch Hetchy Power: A Year of Innovation, Savings, and Local Impact
- Public Power is Affordable: As a not-for-profit public power provider, Hetch Hetchy Power offers affordable electricity rates that are typically lower compared to other utilities.

- National Recognition: Hetch Hetchy Power earned the American Public Power Association’s Reliable Public Power Provider (RP3) Gold Designation, recognizing excellence in reliability, safety, workforce development, and system operations.
- First-in-State Wildfire Mitigation Technology: The SFPUC became the first publicly owned utility in California to use an AI-powered Fire Potential Index. This predictive tool informs fire protection steps throughout the day using data from 300 privately owned weather stations, including temperature, humidity, wind speeds, and fuel moisture. With real time data, we’re enhancing safety and climate resilience every day.
- More Rooftop Solar: The new solar installation at Mission Bay School marks a milestone: it is the ninth solar project for the SF Unified School District and Hetch Hetchy Power’s 30th solar project on City property. When students walk through the doors, one-third of their electricity needs will come directly from the panels above their heads.
- Powering Sunnydale HOPE SF: In one of the most meaningful achievements of the year, Hetch Hetchy Power is now energizing Sunnydale HOPE SF, energizing 1,700 energy-efficient homes, new infrastructure, and open spaces in San Francisco’s largest public housing community. This is public power at its best, when clean energy and community development go hand in hand.
CleanPowerSF: Advancing Climate Goals
Affordable Rates for San Franciscans: In 2025, the SFPUC approved electricity rates that included no increases for 98% of all 380,000 customers.
- Electrify My Ride: More San Franciscans are embracing cleaner, healthier ways of getting around thanks to the SFPUC’s Electrify My Ride electric bike program. To date, more than 560 low-income residents used a $1,000 coupon from the program to purchase a new e-bike from a local bike shop. The program supports small businesses while making sustainable transportation accessible.
- 100% Renewable, Two Years in a Row: For the past two years (2023 and 2024), CleanPowerSF delivered 100 percent renewable electricity to all 380,000 customers on its default Green service. These milestones continue to cement San Francisco’s status as a leader in urban climate policy.
- A National Climate Award: The U.S. Conference of Mayors awarded San Francisco first place in the 2025 Climate Protection Awards (Large City category) for its emissions reductions, commitment to 100% renewable power, and expansion of clean, affordable energy access through CleanPowerSF.
