What is a Project Labor Agreement? Our capital improvement programs are possible through project labor agreements (PLAs). These are formal agreements with local labor unions which ensure that local workers and residents impacted by these capital projects have access to construction training and job opportunities. Over the years, PLAs have brought thousands of critically needed jobs to San Francisco, while building healthier, more reliable water and sewer systems.
New: Non-Compliance Fees and Fines On May 12, 2026, the San Francisco Public Utilities Commission adopted a schedule of fees and fines to better ensure customer compliance with the Stormwater Management Ordinance (SMO), specifically its mandated inspection and maintenance requirements. The schedule of fees and fines becomes effective on July 1, 2026. These fees and fines are intended to promote compliance and cover the costs of additional staff time if needed. The Land Engineering Group (LE) provides engineering evaluation for the use of the SFPUC right of ways (ROW), where water impoundment and transmission facilities are present. LE typically issues the following types of permit work within SFPUC ROW based on property rights. Consent for Pothole Potholing is the process of digging up the surface above a pipeline to find the pipeline’s exact depth. The Real Estate Services Division (RES) oversees the SFPUC’s income-producing property. RES negotiates agreements for the lease, license, purchase and sale of real property in the SFPUC’s real property portfolio and administers existing real estate agreements. RES develops and implements policies to support the operational and real estate needs of other SFPUC divisions. RES does not provide property management services.
