New Hetch Hetchy Power Rates on July 1: What to Expect

On April 8, 2025, the San Francisco Public Utilities Commission (SFPUC) approved annual rates for its two power services, Hetch Hetchy Power and CleanPowerSF. There will be no change for CleanPowerSF customers, and a 10 percent increase for Hetch Hetchy Power customers.   

The new rates for Hetch Hetchy Power customers take effect on July 1, 2025. Here’s what you need to know. 

What’s Changing 

Hetch Hetchy Power rates will go up by about 10 percent beginning July 1. For most residential customers, that’s an increase of around $8 per month. Customers enrolled in the Customer Assistance Program, which offers discounted rates to households with low incomes, will see an increase of about $5 per month. 

We update our power rates just once a year, keeping rates predictable. Despite this year’s increase, Hetch Hetchy Power rates remain the lowest in San Francisco while still delivering 100% clean, greenhouse-gas-free electricity. 

Why Rates Are Going Up 

The main reason for this change is to better reflect the actual cost to provide and deliver clean electricity to our customers. Rates also help us conduct maintenance and make upgrades to our system to keep service reliable. 

How Rates are Set 

Rates are set through an open and transparent public process that customers and members of the public are invited to actively participate in.  

The public engagement process for setting rates this year included four meetings of the SFPUC Rate Fairness Board, an SFPUC Commission hearing, informational webinars, a dedicated rate change web page, on-bill messaging, customer emails, and direct mail notifications to customers.  

Get Help Managing Your Electricity Bill 

We know utility costs can be a burden, so we offer several programs to help Hetch Hetchy Power customers manage electricity bills: 

  • Customer Assistance Program: Offers a 30 percent discount each month for income-qualified households. 
  • Medical Necessity Assistance Program (MNAP): Supports customers with qualifying medical needs. 
  • Flexible Payment Plans: Gives customers time to pay overdue balances.
