SFPUC Local Business Enterprise Program
We help construction/construction related firms work in SFPUC's water system service territory.
The SFPUC Local Business Enterprise Program (SFPUC-LBE) is designed to help eligible small regional construction and professional services construction related firms, compete when bidding or subcontracting outside of San Francisco and in the San Francisco Public Utilities Commission's regional water service delivery territory.
If you are interested in working on San Francisco Public Utilities Commission projects and meet the eligibility criteria below, get certified by San Francisco's General Services Agency's Contract Monitoring Division (CMD) for construction contracting and construction related professional services contract opportunities in the SFPUC's regional water system service territory.

Eligibility is based on the following four criteria. Click on the tabs below for more details on each eligibility category.
- Business type
- Business location must be located in one of these specific zip codes identified in the following counties: Alameda, Mariposa, Santa Clara, San Joaquin, San Mateo, Stanislaus, Tuolumne.
- Businesses must be below certain economic threshold limits.
- Businesses license.

3. Economic Thresholds Limits
Firms are required to show average annual gross receipts from prior three years and cannot exceed the following limits. For more details on eligibility and economic thresholds amounts, see About the 14B Local Business Enterprise (LBE) Program | SF.gov.

4. Business License
- Have current business license issues at least 6 months before certification.

Certification Process
To apply for LBE Certification or recertification, applications should be submitted online. CMD staff will review the application and documents submitted, schedule a visit, and request any additional items needed to complete the certification process.

Program Benefits
SFPUC-LBEs will receive bid discounts when bidding as Prime contractors or count toward minimum LBE subcontractor requirements on specified SFPUC Regional construction projects located outside of San Francisco County. Opportunities include our Water Enterprise Capital Improvement Plan (WECIP) projects in the Regional Water System, East Bay, Peninsula/West Bay, and projects in and our Hetch Hetchy Water Capital Improvement Plan.

Certified SFPUC-LBE firm benefits:
- Receive bid discounts, and/or rating bonuses when bidding as a Prime contractor on certain projects.
- Be qualified to help Prime contractors meet project LBE subcontractor requirements.
- Receive free resources and technical help through the Contractors Assistance Center - see Get Support tab below for additional information.
CMD Certified SFPUC-LBEs may bid on construction projects located in San Francisco. However, for projects located in San Francisco, SFPUC-LBE firms are not eligible to meet the LBE subcontracting requirement credit as subcontractors, and do not receive an LBE bid discount when bidding as Primes.

Program Requirements
San Francisco Administrative Code Chapter 14B B.5 requires small public works/construction firms, and professional services firms, (including architectural or engineering firms), as defined above to meet eligibility requirements as detailed in Chapter 14B 3 (B) or (C) to be certified.
